Why am I being charged $10 for "200MB Free Data for Life?"

I purchased an iPad Air on the first day of availability with the 200MB Free Data for Life plan, which at the time, there was no mention of any additional fees or having to be an existing customer (and I even read the small print just to make sure!). It was only because of this 200MB of free data that I purchased a cellular ipad, and even paid t-mobile the $10 for a "SIM starter kit" despite this not being charged by anyone else selling identical t-mobile ipads (ie- Apple Store, Best Buy, etc). SINCE purchasing the iPad (I believe later that weekend, even), the website was updated that it was actually a $10 "MI On Demand" plan that you got a $10 credit for already having another line of service with them, though it still is not clear about if you bring your own device and do not otherwise have an account if you have to pay $10 per month for "MI On Demand Only" or not. I have talked with two customer service reps so far, the first told me the charge was a mistake, that I didn't have to pay it, and it would be taken care of automatically. It was not, making my account past due and I was AGAIN charged for the 3rd month. This time when I contacted customer service, I was told it was a valid charge and that they would take off the past due amount as a courtesy, but that in order to get my 200MB of free data, I had no choice but to pay the $10 per month (and alternately, the only way to NOT pay $10 per month was to cancel service, and lose the 200MB of free data). I am trying to find a clear answer as to if there is any way to get the 200MB of data actually for free on my ipad without having any other service through t-mobile.
