PREMIUM SERVICES I have never signed up for

On my December bill I have a charge of $19.98. I paid the bill as a always do but would like to get the credit back for the charge I haven't signed up for. If this is some service for long-time customers who always pay bills on time, I'll try different providers or some other options that are availalbe on the market.
