Wrongly charged when ordering SIM Activation Kit

I was incorrectly charged when ordering SIM Activation kit from web. Contacted T-Mobile support multiple times and talked to dozen people. But reached a dead end every time no one seems to know how to accept ths complanit apparently since I don't have a T-Mobile number yet. How do  go about gettng T-Mobile to reverse the charge?
